Part of the ritual of obon involves rinsing the gravestones. The water scoops and buckets are kept at the entrance to the graveyard, which is behind the temple. You fill your bucket, take a scoop and go to the family gravestone. Then each person pours a scoop of water over the gravestone and prays.
